Project Overview

Our client is looking for a Scheme Establishment and Transition Programme Project Manager to support a large-scale, regulator-directed transition programme within the National Payment System environment. The programme focuses on transferring governance, operational responsibilities, risk oversight, intellectual property, people, and funding arrangements from an existing industry body to a new scheme-centred operating model.


Programme Scope

The initiative aims to ensure continuity of National Payment System operations and regulatory readiness while transitioning several low-value payment clearing functions. The programme includes governance, legal, operational, technology, risk, compliance, finance, procurement, stakeholder engagement, change management, and human capital workstreams.

 

Role Responsibilities

The Project Manager will:

  • Support the Programme Director in delivering the transition programme.
  • Drive delivery across assigned workstreams.
  • Manage dependencies, risks, issues, and governance requirements.
  • Coordinate stakeholders and ensure alignment with regulatory expectations.
  • Ensure readiness for key transition milestones and operational go-live requirements.


Candidate Requirements

The ideal candidate should have:

  • Strong project management experience in complex transition, regulatory, operating model, payments, or financial services programmes.
  • Experience with governance processes, RAID management, delivery assurance, stakeholder management, and change control.
  • An understanding of the regulatory and payments landscape.
  • The ability to work within demanding timelines and governance structures.
  • Availability to commence within the required timeframe
