Our is a Singapore-based consulting firm supporting a public-sector organisation on a Data Management Strategy engagement. As part of the assurance and governance approach, the public-sector client has requested an independent, external perspective to validate and challenge specific elements of the work already delivered..
To support this request, our client is seeking an independent subject-matter expert to provide a short-term, second-opinion review of selected deliverables. The role will operate in an independent assurance / challenger capacity, providing objective assessment and recommendations related to business use cases, KPIs, and strategic metrics. The engagement is expected to begin in March, with limited effort spread over several weeks. Success will be assessed by the clarity, objectivity, and defensibility of the expert’s feedback, supporting client confidence and assurance.
What you will be doing
- Provide an independent assessment of the sufficiency and appropriateness of baseline business use cases, including associated strategic KPIs and reporting metrics.
- Review the proposed business use case catalogue, identifying gaps, redundancies, and alignment to organisational strategic objectives.
- Validate and challenge existing findings produced by the delivery team, without re-performing the underlying work.
- Review relevant existing materials and reports produced as part of the Data Management Strategy engagement.
- Participate in selected discussions or workshops, as required, to clarify findings or test assumptions.
- Provide clear, structured written and verbal feedback to support client assurance and decision-making.
Reporting lines, formal governance arrangements, and specific artefact templates are not specified and will require confirmation.
Your background
- 10–15+ years’ experience in finance transformation, performance management, or enterprise data strategy.
- Strong hands-on experience designing and assessing:
- KPI frameworks
- Business use cases
- Strategic performance and reporting metrics
- Proven track record operating in an independent review, assurance, audit, or challenger role.
- Ability to provide objective, structured, and defensible critique and recommendations.
- Strong understanding of governance, controls, and accountability in complex organisations.
- Experience within public-sector, defence, financial services, or other highly regulated environments is strongly preferred.
- Consulting background is advantageous but not mandatory; independence and credibility are critical.
