Project Overview


Our client a Global Payments Firm is currently carrying out a project for a leading bank in the Democratic Republic of Congo. They are seeking an experienced Card Migration PMO to support the planning, governance, and execution of a complex card migration programme in the Democratic Republic of Congo. The resource will coordinate across the client, processors, technology vendors, and internal stakeholders to ensure successful migration readiness, technical delivery, risk management, business continuity, and go-live execution. The role requires strong hands-on experience in card migration, proven PMO and technical project management capabilities, alongside French language proficiency to support engagement with French-speaking stakeholders and markets.


Key Activities


  • Support end-to-end card migration planning, execution, readiness tracking, cutover coordination, and post-migration stabilization.
  • Manage the PMO governance structure, including workstreams, milestones, RAID logs, decision forums, status reporting, and escalation paths.
  • Coordinate technical delivery across the client, [end client name removed], processors, card management system vendors, personalization bureaus, and other third parties.
  • Coordinate various workstreams including Analytics, Marketing & CX, etc.
  • Develop and maintain detailed migration plans covering data mapping, portfolio segmentation, BIN/product configuration, testing, certification, operational readiness, and go-live activities.
  • Translate business requirements into actionable technical workplans and ensure dependencies are clearly defined, owned, and tracked through completion.
  • Drive issue resolution across functional, technical, operational, compliance, and scheme-related workstreams.
  • Prepare executive-level status updates, steering committee materials, dependency trackers, and management reports.
  • Facilitate workshops, stand-ups, and decision meetings with senior stakeholders and delivery teams.
  • Support migration testing cycles, including test planning, defect tracking, user acceptance testing, operational validation, and production readiness reviews.
  • Communicate effectively in English and French with relevant stakeholders.

  • Successful completion of card migration milestones within agreed timelines and governance standards.
  • High-quality PMO reporting, disciplined risk and issue management, and effective executive escalation.
  • Migration cutover executed with minimal customer, operational, and business disruption.
  • Stakeholder satisfaction across client, [end client name removed], processors, vendors, and market teams.
  • Effective bilingual communication and coordination with French-speaking stakeholders.


Your Background


Essential


  • French language proficiency required, with ability to engage confidently with French-speaking stakeholders.
  • Strong hands-on card migration experience, ideally across issuing, processor, or card management platform migrations.
  • Proven PMO leadership capability, including governance, planning, RAID management, reporting, steering committee support, and executive escalation.
  • Technical Project Management capability with experience coordinating technology teams, processors, vendors, testing, certification, and migration cutover.
  • Strong knowledge of card payments, payment schemes, card operations, reconciliation, settlement, chargebacks, billing, and operational readiness.
  • Excellent communication, stakeholder management, problem-solving, and delivery leadership skills.


Desirable


  • Proven experience leading complex card migration, card platform transformation, or scheme conversion programmes.
  • Strong understanding of card issuing, acquiring, card management systems, card operations, processor integrations, and payment scheme requirements.
  • Demonstrated PMO leadership experience, including governance setup, programme reporting, planning, dependency management, RAID management, and executive stakeholder coordination.
  • Technical Project Management experience with the ability to manage technology teams, vendors, processors, testing cycles, integration activities, and cutover plans.
  • Strong client-facing communication, stakeholder management, facilitation, and presentation skills.
  • French language proficiency is required; ability to communicate effectively in both English and French is highly desirable.
  • PMP, PRINCE2, Agile, Scrum, or equivalent project management certification is an advantage.
  • Bachelor’s degree in technology, Business, Engineering, Finance, or a related field; equivalent practical experience will also be considered.
